In regards to Title 14, Section 1211 of U.S. Federal Code: Forbidding Contact With Extraterrestrials
It is a policy in regards of manned or unmanned spacecraft returning from Space missions in the solar system etc. And it is obvious that the intent is to protect Earth not from Sentient Alien contact but from contaminatin by either Alien microorganisms or whatever kind of non sentient alien life that might be dangerous and that is pretty sensible...
From Empirical evidence here on Earth we know that Microorganism can live in the harshest environments possible from natural pools nearly totally composed of sulfuric acid to bare rocks and boiling water. And we know that such environments do exist elsewhere in the solar system and beyond.
So given this facts it is obvious that NASA and the Space agencies of all the Space faring nations would need to have a protocol in place to handle this issues. It would be madness not too...
