The answer to that is: we could, but there are more important things to do first (or so NASA believe) - if so much money hadn't been sunk into the Space Shuttle we WOULD have done - we'd probably have been to Mars now too...
You mentioned a fake Mars Landing in 1974 - do you mean the viking landings? Are the more recent ones Fake too? Is Voyager fake? How about Cassini?
Have you read any Stephen Baxter? If not please go away and do so, you might find it enlightening (you also might not).
