i have booked my last five trips to salou in a d.i.y fashion,i find Alpharooms or booking.com are good for booking hotels in salou, you can then use whichever airline you choose but i always find touchdown tours are the best for airport transfers, i hope this helps 
just a word of warning when booking hols in a d.i.y fashion, i was made aware that if your airline cancels your flight or worse (goes bust),then you will not get a refund on your complete holiday and may have to find your own way at extra expense
Keith is spot on with his warning but DIY does have a cost advantage over package e.g. 2 weeks in August for a family of six. Typical package price £600 per person or £3,600. Same 2 week holiday DIY inc 6 berth Villa and flights £2,500 ...a saving of over £1,000.
If you are worried about flight cancellations or airlines going bump then take out holiday insurance. Even at worst case of £50 per person (Ryanair would be £18 PP) you are still quids/euros in with a saving of £800
