try the spanish consul in ireland , if not its easy and quick nowadays in tarragona locals will advise you when you arrive

easiest way to get your NIE number is through spainish consulate inthe UK. My daughter downloaded the forms went to the the one in manchester handed them in with her photes and copy of her passport! it came within 3 weeks and no charge!
