Well, to be honest, there will be a few, very few bars open. It will feel quite warm, compared to the UK, but in terms of a 'tourist' holiday, there will be very little to do, unless you want to use Salou as a base to explore the area for other than 'touristy' things to do.

Salou is like a factory: during the open season, plenty to do. But when the factory is closed down...pretty quiet, pretty much dead. Just the night watchmen on duty, basically.
But if you want to pass a few days seeing what the area is like, and visiting interesting places..sure: there is a multitude of things to do.
