I found that pin-cushioned hair-brushes work well... but get easily bound-up in thick or matted hair... which can make for very tough brushing.
I make great "peke-brushes" by taking regular (human) pin-cushion brushes (metal or plastic "pins") and by pulling out AT LEAST every-other pin, to open-up the pin-spacing (using pliers). This seems to minimize brushing "discomfort"... although more strokes are required. It seems like the modified brushes pull more gently on their fur and have fewer uncomfortable jam-up in "matts". OK as a guy, I am probably a little more "rough" than my wife... but even she has noticed a "good" difference with the modified brushes.
