Hi John, Having viewed the comparison chart on TPI v MTAWE-incl-Centrelink prepared by the Victorian Branch as appears on the agenda for the National Veterans’ Affairs Committee Meeting set down for Monday 11th September 2006, I wait with anticipation to hear from the Victorian delegates as to just what, these farcical figures represent. As a TPI of some 25 years, who has raised a family of four on the Special Rate and Service Pension alone I believe I can speak with some authority. Yes there has been an erosion of the Special Rate and as a result many of us found it increasingly difficult raising our families. This Comparative Chart raises a number of concerning questions in my mind; Why do they combine an Income and Disability payment and then compare that to an Income Payment? On the figures quoted of $1337.60 it appears they have included Service Pension with the Special Rate (T&PI). The TPI alone is currently $832.10 p/f whilst the MTAWE is $1887.44 p/f. Why include income tax deductions in the MTAWE when comparing it to the TPI? Income Tax, speaks for itself, tax from income…. TPI is a disability payment not INCOME Why deduct the Medicare Levy of 1.5% from the MTAWE when comparing these two payments? Free medical treatment for TPIs is provided by a grateful Nation for service to their Country, how can they make a deduction on an income payment when comparing it with a disability payment? Again why include superannuation deductions from the MTAWE? I argue that superannuation is provision for future income in retirement and has no comparison with a disability payment. Health Cover? Why? Health cover is a personal choice it should never be consider in a comparison of TPI and MTAWE. Not all TPIs also receive the Service Pension, we have those who are assets rich and income poor but receive no other payments other than their TPI. We also have those who are income rich who pay income tax, make superannuation contributions and are providing for their old age. To deduct Income Tax, Medicare Levy, Superannuation and Health Cover from the MTAWEs and then to compare that lower figure with the constant that is the Special Rate without taking into account the many variables specific to the diverse situations of TPIs is head in the sand mentality. The erosion of the TPI (Special Rate) over many years is widely known within the veteran community and to pad any comparative figures with Service Pension or Centrelink payments is a travesty of justice and smacks of Governmental pandering by those in our hierarchy. There should only be two figures to compare, Special Rate (T&PI) MTAWE $832.10 p/f $1,887.44 p/f $21,364.60 p/a $49,073.44 p/a Who’s worse off?…… you tell me?…… Kind regards, S.A.
